Florian Rapp studied Architecture and Urban Planning at Karlsruhe Institute of Technology (KIT) until 2005. After lecturing and researching at the Chair for Local, Regional and State Planning, in 2007 he carried out international research at the European Institute for Energy Research (EIFER) with a focus on sustainable cities and energy. He established the Smart City division there over a period of five years in his work as project manager. He subsequently spent three years working closely on innovative projects with planning offices as an architectural consultant in the lighting sector.

Since 2021, Florian Rapp has been a Project Manager at IBA’27 responsible for the interdisciplinary field of Innovation and Technology Transfer.
